A Research On The Performance Evaluation Index System Of Local Fiscal Science And Technology Investment

Science and technology are primary productive force. The development level scienceand technology has become the decisive factor for the economic and social development.Investment in science and technology as a strategic investment is the key to improving thedevelopmental level of science and technology, the government fiscal investment as animportant part of it has an important driving effect on the other investment of science andtechnology. In recent years, the rapid growth of local fiscal science and technologyinvestment provides an important and powerful guarantee for the scientific andtechnological innovation. However the purpose and effect of investment receiveincreasing attention from the public. Thus the supervision and performance evaluation oflocal fiscal science and technology investment become imminent.The paper first summarizes and reviews the practical experience and literature athome and abroad. Starting with theoretic analysis, the paper discusses evaluation indexsystem, evaluation method, and evaluation process about local fiscal science andtechnology investment, which lays a solid theoretical foundation for the further research.Secondly, the paper constructs an index system of performance evaluation of local fiscalscience and technology investment. It contains two index systems: the performanceevaluation of local fiscal investment and the performance evaluation of the project. Theperformance evaluation of local fiscal investment is divided into four sub evaluationsystems according basic research project, applied research project, experimentaldevelopment project, research and experimental development achievement applicationproject. Finally, the paper separately applies the expert evaluation method andAHP-entropy method to evaluate the performance of a Chongqing science and technologyplanning project and the performance of fiscal science and technology investment ofChongqing.By analysis with the performance of fiscal science and technology investment ofChongqing, the paper draws the following conclusion: at present, the total amount offiscal science and technology investment is low and the grow rate has greater volatility.The structure is out of balance, so the direct output of science and technology is lessefficient. However, the socioeconomic benefits are in a leading position in the country.According the conclusion, the paper puts forward policy suggestions as follows: firstly,establish a mechanism to ensure stable growth of government investment in science and technology. Secondly, improve the supervision mechanism of fiscal science andtechnology investment and change the mode of investment. Thirdly, optimize theinvestment structure, increase investment in basic research and focus on cultivatinghigh-tech industry. Fourthly, create an innovation environment and strengthen materialencouragement for achievements of the original innovation.
