The object referred in this paper,is the Tenure system of middle-level cadres in Qingdao municipal office of State Administration of Taxation(SAT).Facing the outstanding contradictions and problems existed in Tax authorities for the current middle-level management,we analysis by using theoretical knowledge,such as,organizational behavior, leadership science,contingency theory,human resources management disciplines.what is more,provide the choice of delivery system to optimize the Tenure system of middle-level cadres in Qingdao municipal office,SAT.In the first place,the paper gives a brief of the concept of tenure system and its constituent elements,and point out the importance of terms of the implementation for cadres as well.In the second place,through reviewing civil service system in west countries briefly and recalling the history about tenure system of Contemporary leadership cadres of our country,and understanding and grasping the term of office management systems from the perspective of both international and domestic,we can improve the understanding of the historical necessity of leading cadres in terms of the implementation of duties.In the third place,by analysising the status quo of implementing State Administration of Taxation tenure system for leading cadres,particularly,the problems and contradictions,to enhance the sense of responsibility and urgency of leading cadres's job tenure systerm.Besides,take Qingdao municipal office of State Administration of Taxation for example,by means of empirical research of implement terms of Middle-level cadres of the council,I prove the feasibility of implementing tenure system in Middle-level cadres, and briefly introduce the main approaches and results,meanwhile,highlight the problems and contradictions we are confronted with.Last but not least,on the basis of conscientious summary and reflection,I learn from the experience of various aspects thoroughly,and further provide strategy,ideas and suggestions to advance the Term of office system of middle-level cadres in Qingdao municipal office,SAT.
