The Research On Problems And Solutions Of New Construction Of The Rural Areas In Coastal Area

New Construction of the Rural Areas is the most important aspect of Chinese economic construction.For a long time,the strategy of villages supporting cities and agriculture helping industry led to an Urban-rural dual economic structure,which made the development of agricultural economy fell behind the development of industrial economy and the living standard of the villages fell behind the people live in urban area.The status of economic structure severely restricts the sustainable development of economy of China.Even more alarming is the phenomenon that the people living in urban area discriminate the villages,causing harmful influence on social harmony.Therefore,strengthening New Construction of the Rural Areas, developing agricultural economy,raising the income of the villages and decreasing the gap between rich and poor is the key point of the historical project of constructing new village under the background of constructing socialism harmony society.Coastal area is the most developed area in China after adopting the policy of Reform and opening-up.Compared with the inner area of China,the coastal area has advantaged Economies of scale and satisfied living standard by the help of Reform and opening-up policy and the advantage of location,which means the New Construction of the Rural Areas in coastal area has superiority and dominant position.The research on New Construction of the Rural Areas in coastal area not only explore the road of constructing socialism new village,but also contribute to the construction in inner area on the aspect of theory and practice,promoting the process of realizing of aim of constructing well-off society.Therefore,studying the problem of New Construction of the Rural Areas in coastal area and summarizing practical advice is an urgent and necessary thesis.This paper,basing on the foundation of existing research,describe the achievement of New Construction of the Rural Areas in typical coastal city-Qingdao under the target of "the production development,the life is ample,the local custom civilization,the village accommodates,the management democracy neatly" that is suggested by central government,and then summarize the gap between rural area and urban cities.Consequently,this paper analyzes the New Construction of the Rural Areas in Qingdao from the aspect of the development of agricultural economy,the structure of agriculture,and the income and consume of the villages by the method of Gray relational analysis after searching the data of the development of agricultural economy and the living standard of the villages in Qingdao.。Finally,the paper proposes to fasten the development of agricultural economy and raises the income of the villages by constructing agricultural industry cluster using the theory of agricultural economics,Regional Economics,Collaborative division of labor, Transaction costs and new economic geography.Furthermore,the paper advises the government to develop the tertiary industry in rural areas,strengthen the supply of public goods in rural areas and control the Macro-management to guarantee that the New Construction of the Rural Areas can move forward on the right way and push forward the economy develop healthy and rapidly.
