Research On The Division Of Leading Industries And The Differentiation Of Industrial Transformation In Coastal Rural Areas

Under the background of the rural revitalization strategy,the "three rural areas" issue is the top priority of the whole party’s work,and the state has accelerated the modernization of agriculture and rural areas.As a pioneer area for the rapid development of industrialization and urbanization,the development of rural regional system in coastal areas is representative and guiding in the whole country.Especially at present,China is in the critical development period of rural transformation and upgrading,facing conflicts and challenges of many parties and various practical problems,and it is urgent to pay close attention to and further promote the process of rural transformation and development in coastal areas.However,the temporal and spatial heterogeneity of resource endowment,historical foundation,land use,fiscal expenditure,and population factor flow brought by China’s long coastline is prominent,and identifying the type of transformation and development has become the primary prerequisite for scientific and reasonable planning and practice of rural transformation in coastal areas.Taking the representative coastal province of Zhejiang as an example,this paper takes52 counties as the research unit,takes industrial transformation as the research carrier,and takes the classic "one-two-three" industrial division method as the basis of the division method,refinesthe "agriculture-forestry-animal husbandry-fishery-industry-business travel services" according to the characteristics of coastal location,uses the "average + 1 standard deviation" method to quantitatively characterize and identify the leading industry types in Zhejiang Province,and uses Arc GIS software and standard deviation ellipse method to reveal the distribution pattern and spatiotemporal evolution characteristics of each type This paper uses R programming to make a Sanji diagram for transformation and connectivity demonstration,and further analyzes and clarifies the development trend,evolution mode,transformation type and basic characteristics of the dynamic transformation of county-led industries in Zhejiang Province from 1995 to 2019.It provides targeted theoretical reference and decision-making reference for the industrial transformation and development of the same type of villages in other coastal areas of China,and helps consolidate the achievements of poverty alleviation,promote the strategy of rural revitalization,promote the coordinated development of urban and rural areas,and realize the strategy of maritime power.The conclusions are as follows:(1)Classification of rural industry types: Since 1995,the development of rural industries in counties in Zhejiang Province has basically formed an agriculture-oriented type with Pan’an County as a typical one,a forestry-oriented type represented by Anji County,a husbandry-oriented type represented by Jiangshan City,a fishery-oriented type represented by Xiangshan County,an industry-oriented type represented by Yongkang City,a business travel service type represented by Yiwu City,a multi-industry-oriented type represented by Jingning Autonomous County and a balanced development type represented by Tonglu County and Yuyao City.(2)Spatial and temporal level of rural industry types: there is a very obvious spatial imbalance in the development type of leading industries;The distribution of each type does not have a large cross-regional shift,but there is a local space replacement and iteration between some types.(3)Evolution of rural industrial transformation trends: From 1995 to 2019,47% of the county villages in Zhejiang Province completed the transformation and evolution of leading industrial types,and 53% were still in the stage of stable development.(4)Differentiation of rural industrial transformation models: From 1995 to 2019,the industrial development of county villages in Zhejiang Province was divided into two categories,namely "not transformed" and "transformed".For the transformed counties and villages,the industrial transformation mode is further divided: "stable" and "fluctuating" at the level of transformation frequency,and "one-way transformation","repeated transformation" and "multi-directional transformation" at the level of transformation direction.
