The Key Fields And Strategic Choice Of New Rural Construction About Coastal Areas In China

Since the reform and opening-up policy, Chinese society has undergone enormous changes. The development of economy and society has made remarkable achievement which attracts worldwide attention. However, the development gap between urban and rural arear is also growing. The problems which is closely related to the farmers'benefits such as countryside's education, hygienic medical service, social security and so on, has become seriously day by day. If these problems cannot be resolved, the goal of to build China into a moderately prosperous society will be meaningless. The most arduous and hardest task of building China into a moderately prosperous society is the work of rural areas. According to this national situation, Communist Party of China adopted the suggestion of the 11th Five-Years Plan about national economy and social development by thoroughly consideration in the sixteenth plenary session of the fifth CPC central committee. Considering from the overall situation of the socialist modernization, Communist Party of China put forward explicitly that it should take solution of the problem of"Agriculture, Rural, Peasantry"as a top priority of the party's work. And it should build the new rural by the instruction of"productive development, well-off life, civilized general mood, tidy countryside look and democratic administration".By the instruction of"productive development, well-off life, civilized general mood, tidy countryside look and democratic administration", a new rural construction event take place around China. As first developing region since the reform and opening-up policy, coastal area's economy and social development's level is the best in China. And the new rural construction of coastal area is also in the front row. Researching on new rural construction of coastal areas and summing up the successful experience and practices about coastal areas, not only benefits the coastal areas'future rural development, but also has certain enlightenment significance as instructing other region's rural construction. This paper, using the method of Principal Component analysis and gray relation analysis, focus on the main points of coastal region's new rural construction, taking Qingdao as an example, and summarize the true situation of the main points of Qingdao's new rural construction. Then, the paper Puts forward countermeasures and suggestions about the Qingdao's new rural construction.When it comes to research method, it uses a combination method of theoretical study and empirical research in this paper. On the theoretical study, it reviews the process of the exploration about Chinese rural construction from the view of history. Meanwhile, it elaborates the theory of rural construction which relates to the theory of Pei-Kang Chang, Todaro, Schulz, Rostow and so on. According to the former argue, it concludes that China comes into a new development stage which called"industry support agriculture, city support the countryside". On the empirical research, this paper uses the method of mathematical models analysis which make us to know the main points of Qingdao's new rural construction .The conclusion of this paper as follows:The key fields of Qingdao's new rural construction concentrates on countryside'education, agricultural technology, the development of agriculture products & peasants'emploment. Government should increase capital investment & policy support on the development of countryside'education & agricultural technology & agriculture producing. Besides, a system which can make peasants get equal employment and treatment as city residents should be built.
