Enterprise culture is the power and source of the enterprises' survival and development. And it is getting more and more widespread concern and attention of Chinese enterprises. A large number of outstanding Chinese enterprises have made corporate culture as the competitiveness of enterprises and regarded establishing modern enterprise system as an important part of building modern enterprise system, It is as a basic project of modern enterprise survival and development.With the telecom system reform, China Telecom will face competition and challenge of other operators. It's not enough to only depend on advanced technology and complete management. They must improve their core competitiveness through the building of enterprise culture and enlarge the market share.This thesis have studied development and change of the corporate culture during the China Telecom developing course, and mainly researched the present situation, problems and specific countermeasures of corporate culture development. This paper first introduced the meaning of corporate culture, concepts, features, etc; theoretically described the latest achievements and developments of the current corporate culture, analyzed the relationship of the corporate culture and core competitiveness. Then, thesis had the change of Chinese telecom enterprises culture as the main line, made a brief review of China Telecom corporate culture change in the course of development, and analyzed enterprises cultural characteristics of various stages. This paper is the focus on a systematic study of China Telecom's existing corporate culture construction from the spirit, system, and behavior; summed up advantages and shortcomings of the Chinese telecommunications enterprises culture; pointed out the existence key issues of the enterprise culture building. Meanwhile, the four major operators of corporate culture characteristics were compared. Finally, paper expounded on the Chinese telecom enterprises to further promote the need for cultural construction, pointed out specific recommendations and measures of the enterprise culture building.This paper adhered to the dialectical and development point of view, and mainly used of systems analysis, theoretical explanations, supported by empirical methods. The significance of this article lies in providing reference for China Telecom to establish enterprise culture so as to enhance China Telecom's core competitiveness through the research on China Telecom Enterprise Culture construction.
