Wine producing countries are no longer confined to Western European countries, the rise of a number of wine production countries also scattered in the Americas, Oceania, Africa and Asia.At present, china wineries in different regions have developed rapidly, the production of wine won the market not only for its unique geographical characteristics, but also promoted regional development of grape production, which contributed to the booming of local economy. Penglai is one of the best wine grape producing areas in our country, which has many years history of grape cultivation and wine production. COFCO, Dynasty and other giant wine enterprises have been developed its own raw material bases and winery at Penglai in recent years. The grape and wine industry of Penglai have developed from small to big, from weak to strong, and now became the fastest growing region of grape and wine industry.The construction projects of wine chateau have the characteristics of large amount of investment, the project cycle length, many uncertainties and others. Its success depends critically on the correctness of the decision-making. Project decision-making is based on a feasibility study in accordance with the scientific theory of project analysis and prediction.Combination of theoretical and practical experiences of project feasibility analysis. Investment projects including the development of business environment analysis, item analysis of the market place, the project technical feasibility analysis, project economic feasibility analysis, project development and operation of risk analysis and countermeasures. Theory in light of the actual studies that illustrate that wine project feasibility study the general flow, it can assist us in the construction process of wine to avoid the blindness in the decision-making so that the project location clear, the technical arrangements for reasonable and accurate capital budget to speed up the enterprise utilization of funds.Therefore, we must strengthen and standardize the project feasibility study, the use of scientific methods of investment decision-making, anti-investment risk in the first place. In this paper, the preliminary design was drawn based on existing research, also through the market analysis of business environment, current market conditions, prediction of the future, and the surrounding comparison as well. The project finished a systematic, accurate, complete an exhaustive analysis, which combined the characteristics of advantages of the project with the construction projects on the market, technology, finance, engineering, economic and environment. With an aim to analyze and explore the possibility of project development and management, the project completed the calculation and assessment to market position, scale and products, the site , the supply of raw materials, process technology, equipment selection, personnel organization, implementation plans, investment and cost calculation. Thus to probe into the feasibility of the project development.Based on this paper, Penglai wine chateau will be constructed in accordance with the aim of annual production capacity to reach 1500 tons, a new plant (covering an area of 50 mu), projects total investment of 13,894,000 yuan. The project financial NPV will be 11,884,100 yuan, the project financial internal rate of return will be 22.14%, so the project has a strong economic feasibility. In this paper, through the theory-practice research, shows the general flow of wine project feasibility study. It can help us to avoid blindness in decision-making process of the development and operation of wineries, thus to achieve clear location, the reasonable technical arrangements, accurate capital budget, and accelerate the funds use of the project. This paper have important practical significance in the guidance of Penglai wine construction projects, and also has a certain reference value for other wine companies when to develop the project.
