With economic development, more and more enterprises are facing challenges in multi-project management. Multi-project management has become the focus of researches and practices on the project management. In multi-project circumstance, the share and competition on resources such as fund, time and human resource often occur. Therefore, enterprises should allocate each resource, especially human resource, reasonably and effectively, in order to shorten the time and the cost of projects and to increase the benefit. These questions have suspended urgently in front of us.This paper is based on the human resources allocation and incentive in multi-project. And it is also based on the analysis of relevant articles from home and abroad. Contemporary researches on human resource allocation are introduced. And the methods of calculation and optimization are also summarized. Then the paper puts forward some new ways to solve the problem. based on this, proposed the more suitable staffing and incentive programs of the multi-project environmentThere are not only theoretical significances but also practical significances in this paper.
