Multi-functional Fishing Port Construction Issues Of Zhoushan

Fishing port is the rear base of fishers' production and life. Since 2001, the construction of fishing port in our country has entered a stage of comprehensive development. Both fishing port level and large-scale construction produce a marked effect. However, with the implement of the hugh fishing policy and fishers' dual-transform policy as well as the over-fishing, all these result in fishery resources declining, utilization ratio of fishing port reducing. Therefore, when we construct a fishing port, the basic functions--typhoon resistance and hazardous reduction as well as meeting the fishery production should be considered. Except this, it should also comply with the economic and social development,realizing the shift from single-functional, poor efficiency traditional fishing port to multifunctional port.Firstly, this paper defines the meaning and development of the multifunctional port and the related concepts, introducing briefly the current situation of the fishery industry and fishing port in Zhoushan. Secondly, on the one hand, this paper builds the fuzzy evaluation model to make comprehensive evaluation and analysis about the development of the multifunctional port in Zhoushan learned by field survey. The result shows that the development is poor.on the other hand, according to result learned in the field investigation in Shenjiamen Centered Fishing Port, Xiazhi First-class Fishing Port and Luomen Second-class Fishing Port, we can conclude that the main factors effecting Zhoushan multifunctional fishing port construction. The main factors are as follows: fishing resources lack, the infrastructure of fishing port needing to be leveled up, unsatisfactory fishing port expansion space, insufficient fishing port port construction funds, unitary fishing port industrial structure and fishing port has a backward management system. Thirdly, learn from the experience of the places where fishing port construction is mature, and then put forward some policy advice about Zhoushan Islands District multifunctional fishing port construction. The policy advice includes five prats. First, increase financial support to ensure the infrastructure of fishing port. Second, innovate investment mechanisms to achieve diversification of finance. Third, strengthen the daily management to make management mechanism innovation. Fourth, strengthen legislation building to improve the legal system. Last but not least, strengthen diversity construction to achieve the functionality extension.
