Research On Our Country's Sustaining Policies For The Development Of The Distant Fishery

Researching and solving the problems that belong to the development of the distant fishery,then make the suitable sustaiming policies for the development of the fishery, has very important sence for the distant fishery's continuous and health developing,and get the dominant position in the intense competition among different countries, and realize the strategic goal that become the powerful country on the distant fishery.This article's aim is that:on the base of analyzing the difficulties that belong to tthe distant fishery, and learning from other countries and areas on the aspect of the sustaiming policies for the development of the distant fishery, and then discussing our country's sustaiming policies for the development of the distant fishery, in order to make progess on the developing of the distant fishery.On the research of this article, using the study methods include the standard analysis,the quantitative analysis,the qualitative analysis and the system analysis to study the topic. The framework of the dissertation is as follows:Chapter One, General Introduction. This chapter firstly presents the research background, the purpose and significance of this dissertation, and then briefly summarizes and evaluates the dynamics of domestic and international research on the study of ideas. Finally, the chapter puts forward the methods and possible innovations ; chapter Two,the difficulties that belong to the distant fishery;chapter Three,the enlightenment from other countries and areas;chapter Four, the eatimation to our country's sustaiming policies ;chapter Five, the analysis to the influence from the international law and regulations to the distant fishery;chapter Six,the design on our country's sustaiming policy system.This article's conclusions including: 2. On the base of learning from other countries and areas on the aspect of the sustaiming policies for the development of the distant fishery, understanding and analysing the basic condition, and then get some enlightenment to the development of our country's the distant fishery.2.It has been proved that the government's sustaiming polices have very important sence for the distant fishery's developing and expanding. So, in order to make our country's distant fishery develop healthly, we must construst a prefect system. This system should include the finance sustaiming policy; the banking sustaiming policy; the capital contruction sustaiming policy;the science and technology sustaiming policy;the early warning policy and the education and training sustaiming policy.In order to ensure those policies to be carried out effectually,we must make some form complete set to prefect this system, such as consolidating the government's leading function;prefecting the management institution; enlarging the force on the fiance and so on.
