The Research On Problems And Perfection Of China Fishery Subsidy Policy

The fishery resources is an important natural resources, it not only provides richnutrition seafood for people but also brings large economic benefits for fishermen,fishery enterprise even the whole country. Our Party and Country attach more and moreimportance to the development of the fishery resources as the land resources little by littlereduce and the strategy of sea power is put forward in the meeting of the Party, formulatesa series of preferential policies such as transfer payment, direct fiscal policy and so on tosupporting the fishery production and promote the development of the fishery.But at thesame time, there is growing deletion of the natural resources among the whole world thathas been getting a general concern in each country. The trigger factors of the deletion ofthe fishery resource in addition to the defective fishery administrative system and fisherysubsidy policy is also an important inducement. The deletion of the fishery resource, thedefective fishery administrative system and the oil price rise will come into being seriousnegative impact on the income or normal life of the fishermen. So, the fishery subsidypolicy plays an important and necessary role on the development of the fishery and thesupport of the life about the fishermen. However, the structure of the fishery subsidy policyis not scientific and reasonable, in the implementation process appears different problemseven there has conflicting situations between policies, these phenomenons impact thequality of life of the fishermen, the protection of the ecological environment and thesustainable development of the fishery resources. In theoretical study, existing someproblems such as the research starts late, the research achievement insufficient quantity, thepracticability of research as well as the lack of the macro policy. Therefore, there are hightheoretical value and practical significance to research on the existing problems,reformation and perfection of fishery subsidy policy in China.On the basis of combing the concept, classification and development history of ourfishery subsidy policy, the article analyzes and illustrates the current situation and issue inthe implementation process of the policy. Using the experience and policy of othermaritime countries for reference, in combination with the objective laws of thedevelopment of the policy to discuss the reformation and perfection, so as to make contributions for rapid and sustainable development of fisheries. The article is divided intosix chapters:Chapter I consists of background of the subject, significance, research methods andtrain of thought, and also introduce and evaluate the research development home andabroad. Chapter II is the theoretical part, after parsing relevant concepts, the authorintroduce some basic theory. The concrete content includes the basic concept andclassification of the subsidy as well as the fishery subsidy, supporting theory that why thegovernment has to provide extensive subsidies to the fishery such as the externality theory,sustainable development theory and so on. In the chapter III the paper follows the angle ofthe policy’s nature, development course and species set out, analyze the enforcementbackground and running state of the policy, then draw a conclusion that there are severalquestions among the policies. On the basic of front chapters, the fourth via combiningqualitative research and quantitative research, pointing out that the total amount isinsufficient, the variety is not complete, the structure is not reasonable with the help of thespecial research on the Guangdong province. So our fishery subsidy policy has to change.The paper introduces the policy and practices of five foreign countries such as the USA,the European Union and the South Korea, can be concluded that the trend of theinternational fishery subsidy policy is to control the fishery production capacity, payattention to adjusting the structure and direction of the security of the fishermen. Providingthe experience for the reform and integrate with international for reference. At the last ofthe paper, the author provide the policy suggestion as to increase investment, to optimizethe structure of the policy, to perfect the index system and to establish the fishermennetwork information service platform and so on.
