The Research On The Mechanism Of Human Capital To Technology Innovation Capability

Human capital is the source of economic growth,and technological progress is the engine of economic growth.When researching the subject of economic growth,western economists imported the theory of human capital and built lots of production function models for accounting human capital since the 1960's.Study at home and abroad shows that human capital not only plays a role in economic growth directly,but also promotes economic growth by improving the technology innovation capability which could promote the technological progress.As a developing country,on the one hand,there is low human capital stock and more structural differences in human capital.On the other hand,although technological innovation is developing better then before,technology innovation capability is still low compared with developed countries.First,this paper showed the theory of human capital,technology innovation capability,and the relationship between them.Then the paper analyzed the mechanism that human capital promotes the technology innovation capability in theory.In the basis of qualitative analysis,this paper analyzed the relationship of human capital and technology innovation capability by reconciling descriptive statistic and econometric analysis methods on the data of 30 regions from 1997 to 2005.Then we test the contribution that human capital to technology innovation capability in deferent levels of education.At the end we come to the conclusion from the empirical study,and proposed the corresponding policy recommendations.The results had a practical significance and value.
