Study On The Governmental Responsibility Of Social Security In Rural Areas In Our Country

Since reform and opening up,along with the rapid development of the socialist market economy,the phenomenon of rich-poor polarization comes up and continues to increase, especially in rural areas,income gap between urban and rural areas on account of lagging speed of economic development has become an important root of a series of factors of instability.In this context,as a institutional support that can improve the living standards of rural residents and control the trend of the polarization between the rich and the poor effectively,the significance of social security in rural areas has become more prominent.At present,the development and implementation of rural social security system is still facing many difficulties and challenges,such as the lagging construction of institutional system,the inadequate law,the management of confusion,lack of funds and other issues still exist. However,one of the key issues is when the government carry out its functions of social security for the process of rural social security system in the positioning,planning, implementation and supervision,there is a still unscientific,irrational and non-sound phenomenon.With the party and the state paying more attention to the "Three Rural Issues", "building a new socialist countryside" has become the core of the current work of the government objectives,Therefore,exploring and improving the rural social security system actively to make it more reasonable in the planning and implementation of more operational, more scientific assessment has become an important task and objective for government departments.It is also the inevitable path to improve the backward rural areas situation,to alleviate the gap between rich and poor effectively and to build a harmonious society.After reflection and study,I believe,to make the rural social security system more scientific and reasonable,our government should be done all the following aspects:According to the experience of foreign governments and the situation of our country,we explore the social security system in the scientific development mode,Accelerate the legislation related to social security in rural areas,promote and perfect social security system,Strengthen the construction of system,the standard and guide the government behavior,improve the efficiency of government,Fully mobilize social forces,make the system play a positive role, oversee assessment system construction,weave the social supervision,guarantee the network regulation measures implementation,promote the effective government responsibility of rural social security.Rural social security system is an important systems engineering for the national economy and the people's livelihood,the Government still has a long way to go in its formulation and implementation.
