Government Responsibility In China's Rural Social Security System Build

Agriculture, rural areas and farmers are fundamental problems in China. Early in 1984, Deng Xiaoping pointed out:"according to China's actual conditions, we should solve the rural problem as a priority. Eighty percent of Chinese people live in rural areas. Their stability decides China's stability. If there is no stability in rural areas, there will be no basis for the development of cities."Due to historical, institutional and other reasons, rural areas in China haven't yet established a sound social security system to protect the basic living of low-income farmers. Social security in rural areas lags behind; the minimum living condition, health care and pension insurance are not completed, which is seriously restricting the living standards of farmers, economic development and social stability in rural areas, thus restricting the harmonious, sustainable development of the overall economy and social stability.Based on theories about social security and government responsibility, this thesis makes clear the government responsibility in the development of rural social security and analyzes main problems and difficulties in the development of the rural social security system and influencing factors causing difficulties in the development of rural social security. It can be concluded that the dislocation and absence of the government responsibility are main causes of delayed development of rural social security system. According to the dislocation and absence of the government responsibility in the rural social security system, financial support, legal system, regulatory system etc., the thesis suggests that the government should change the existing urban and rural social security system, play the leading role in the rural social security system, overcome conceptual misunderstandings and improve government social security responsibility. The government should establish a sound system, promote the basic framework construction of rural social security system reform and relevant legal system, strengthen financial support and broaden the financial channels for rural social security. Meanwhile, the government should also promote the legislation of social security, establish and complete the legal system of rural social security system, strengthen supervision and management and establish the regulatory system of social security in rural areas. Ultimately a multi-level and sustainable rural social security system with wide coverage can be established, in which people in rural areas can live a better life in medicine, employment, education and other aspects.
