Research On Government Responsibility In Rural Social Security Of China

The market-oriented reform started from the rural areas, and after 30 years of reform and development, there is apparent economic and social development in rural areas. However, along with the development is the weakening function of the households and the land as a safeguard for the rural population, as well as the aging of the population and the widening bridge between rural areas and the urban areas. These new problems make it an urging requirement for the government to pay enough attention to the social security of the rural areas, which is always on the edge of China's social security system, and to clarify and assume its responsibility in the development of the social security system. In recent years, the Party and the government has begun to pay attention to the development of social security system in the rural area, and changed the absence of responsibility to presence in aspects like social endowment insurance, medical insurance, and social assistance, and put in more policy and financial investment in rural areas. The new turn of rural area reform brings a new historical opportunity to the development of the framers, agriculture and rural areas, and make the rural inhabitants have higher requirement for social security, and also bring a challenge to the Chinese government to develop the rural social security. In the new social environment, it is of great significance for the government to clarify and undertake its responsibility and handle the various problems in the social security development in rural areas, for the purpose of the healthy functioning of the rural social security.In recent years, China's economy develops quickly, and the Gross National Product has a substantial increase. However, the urban-rural dualistic security system has excluded the farmers for a long time. Therefore, the government should be responsible to include the farmers into the social security system, and quicken the returning of its responsibility in the social security system. The government has no clear ideas about the integration social security system in urban and rural areas, and there is inadequacy and deficiency of government responsibility in rural endowment insurance, medical insurance, and social assistance. The main reasons are that the central government and the local government has no clear distinction between their respective responsibilities in rural social security development and that the government does not have the cooperation with the market and the social mutual help organization, and that there is no interconnection between government responsibilities in the rural social security policy-making and the management of funds utilization. In the new turn of rural social reform, for the aim of ensuring the achievement of rural social reform and development and promoting the socialist harmonious society and the construction of the socialist new countryside, the Chinese government should reasonably define its responsibility in rural social development and clarify its idea of value in constructing the overall planning of social security system in urban and rural areas, make a rational division between the responsibilities of central and local government in rural social security system, promote the effective cooperation between government, market and the social mutual help organizations, and strengthening the interconnection of government responsibility in policy-making and funds utilization management.In this paper, the innovative points are: First, by means of field investigation, this thesis analyzes the manifestation and reason of the absence of government responsibility in rural social security development, and is more convincing. Second, with the background of new rural reform, the subject in the thesis first analyzes the government's duty in the new rural endowment insurance and the new rural cooperative medical care system, and then makes a systematic and overall reorganization of the absence of the government responsibility, thus proposes ways of defining reasonably the government duty in the rural social security system, which is beneficial to the construction of the new socialist harmonious countryside. This way of analysis, which is first making division and then making integration, renders the clue of the thesis clearer and makes the content of the research more scientific and logic.
