Research On The Restriction Of Human Capital To Rural Economic Development In China

Among many factors which result in the lagging economic development and growing income disparities in rural area of China,human capital is the vital one.It is significative to raise the stock of human capital in rural area in order to improve the productive efficiency of agriculture,raise the living standard of peasant,ensure the sustainable development of rural economy and to narrow the gap between city and rural area.The paper focus on the restriction of human capital to rural economic development,aiming at analyzing the reason for lack of human capital in rural area through the study of effect of human capital on our rural economic development,so as to find the approach for continuous and stable development of rural economy and to push the development of rural economy radically.The paper studies the influence of insufficient human capital in rural area on rural economic development from the point of view of rural human capital investment and human capital flow.Firstly,it studies the specific reflection of insufficient investment of rural human capital based on the structure and features of rural human capital investment,such as insufficient investment of fundamental education and professional education,lag of medical and health conditions,etc,then analyzes the restrictions of insufficient rural human capital investment to rural economic development.Secondly,it analyzes the status and reasons of drain of rural human capital that have various of negative influence on rural economic development. Finally,using new-economy growth model to do positive analysis for the effect and contribution of rural human capital stock to rural economic development.The conclusion of paper is that human capital is vital to rural economic development and we should take the measures to raise human capital stock,such as enhance the construction of rural fundamental education,quicken the development of rural training,improve the rural medical and health conditions,as well as the mechanism of return of rural human capital.
