As a platform of industrial sectors, the development zone has accelerated the industrialization of our country, and thus has been playing a great role in the country’s social and economic development. However, initialed for mainly settlement of the industrials and investments, the functions of development zones as cities were badly ignored while industrials developing rapidly, and thus descended to some “empty towns” or “ghost towns” because of the separation of working and living functions with serious problems as ill-spatial-layout, inadequate public facilities, so that the high commuter cost for the tidy-transportation and low efficient running of the zones arise. Therefore, the development zones, especially the National Economic and Technical Development Zone with spatial properties of new town and sound industrial base, begin to find the way of transition with the second creativity. Some development zones have begun to make themselves new towns. The Newly issued “National Plan on New Urbanization(2014-2020)” requires that ”Strengthen urban function transformation of existing development zone, drive urban function become into synthesis from simplex production to promote population agglomeration and service economy space”. Therefore, the integration of industry-urban is the inevitable way to optimize development zones themselves, an finally to impel the development zones convert into new towns.Based on an adequate combing review on the research achievements, the paper carries out a study on the urbanization of the National Economic and Technical Development Zones in 3J district(referring to the Beijing-Tianjin-Hebei or Jing-Jin-Ji Agglomeration) to reveal characteristics realistic problems of space-industrial-facility integration development, methodized by a combination of qualitative and quantitative approaches using statistical data and planning data of the development zones and the questionnaire survey and investigation data. From the perspective of perfecting the spatial structure and functions as a town, the study identifies the truth of the industry-urban integration as spatial functional layout supporting its optimal land-use structure. Furthermore, the paper conducts an analysis on driven force sectors and one-another relation among industrials, space, and urban functions, so that a new urbanization mechanism promoting industry-urban integration and thus a healthy transformation of the State Development Zone from a manufacturing district to a New City may be accordingly proposed.Moreover, the research sets up a index system of surveying industry-urban integration, and adopts AHP model and statistical data of 2012 to comment the integration degree. The result reveals that: the industry-urban integration level of the State Economic and Technological Development Zone in Tianjin, Beijing, Qinhuangdao ranks “high”, “relatively high”, “medium” respectively. According to the above result and related theories, some countermeasures and suggestions on the smart growth and transformation of the State Development Zone from a manufacturing district to a New City are put forward.
