Since 1980's, the sea fishery problems such as resource failure have appeared, the marine eco-environment have been destroyed gravely. In order to protect the marine fishery resources, maintain the fishery economy sustainable development and reduce the negative effect on the social stability, the sea fishery transformation is imperative.The fishery transformation from tradition to modern fishery not only can realize the transition of economy increase mode of fishery, escalate the scale of the fishery production, improve economic benefit, but also can optimize the fishery industial structure, realize equilibrium development. In addition, it is an effective form to promote optimal allocation and flow of the essential productive factors and accelerate urban and rural areas integration.The paper expouds the connotations of tradition fishery and modern fishery and the characteristics of modern fishery in theory firstly. Then it looks back Yantai's fishery development process in the last ten years and carrys on the earnest analysis and summaries, takeing Shan Hou Chen Jia in Yantai economy technology development zone as investigation object. Then the paper analyses the problems existent in the marine fishery. The problems includes five points as follows: Fishery allowance can't solve the actual problems. There are too many difficulties for the fishermen to change their occupations. The building of harbour pounds the original economy pattern. Seawater products cultivation is unfavourable for sustainable development. The seafoods need further processing. Lastly based on above analysis, the paper expresses the suggestions and the countermeasures about how to perfect the ensure system.
