Each type of the structural readjustment of land use planning will be a huge ecological impact to the environment in the whole area,while the impact may optimize the ecological environment of the region,or may cause irreversible environmental damage.Therefore,in the process of mapping out the general plans for land use,we should pay more attention to the research on plan Environmental Influence Assessment(EIA) of land use planning,make the Structure regulation on land uses to a high level,and thus create advantageous conditions for the Ecological Environment Protection and Sustainable Development.Environmental impact assessment of land use,being different from project level EIA,it's belong to the application of Strategic Environmental Influence Assessment(SEA) on policy,project and planning level.After Domestic promulgated and implemented "Environmental Impact Assessment Law of People's Republic of China" in 2003,land use planning should organize EIA,but there was few researches on EIA for land use planing,and hardly any SEA in Provincial.Adopting the standard study and case analysis,this paper analyzed lots of theory of SEA,made a case study on the ethnic minority areas of Gansu Province in Northwest China,and tried to explore practical methods of SEA of land use planning.The main research contents and argumentations in this paper are as follows:1.We study on Relationship Between Structure Evolution of Land Use and environment,analyze on the basic theory and methods of land use planning EIA. Based on the analysis of the domestic and overseas development of land use planning SIA and the Evaluation System of land use planning SIA,we summarize the research on land use planning SIA and its reference.2.The research of SEA in which taking Gansu Province land use planing as an example,analyze the impact of environment by land use,in order to choose evaluation and build up Index System,and do quantized calculation on environmental evolution based on the law of ecosystem services value,and finally obtain the variational quantity of environmental service value and trend of spatial evolution after performing this land use planning.3.The environmental impact assessment methods were investigated at the provincial level for land use planning aspects.Making the case study on the law of ecosystem services value in Gansu Province,the results show that using of the value of ecosystem services method at the provincial level could not avoid the defect of inaccurate calculation on contribution of the value of ecosystem services due to the regional environment of spatial differences.Because of the lack of a variety of land types of the value of the contribution of ecosystem services,there are many defects in the application of ecosystem services value method in land planning assessment at provincial level.The method has yet to be further perfected.4.The value of ecosystem services in the provincial level can't completely reflect the unique ecological functions and the macro-parameters can not reflect the ecological characteristics of the micro-region,so it is possible that the deviation were existed in the evaluation results.At the provincial level,quantitative assessment of land use planning environmental needs of multi-disciplinary cross-integration,not just relying on the two scientific studies which including environment and land use planning study.5.In china,the research of SEA is still in the stage of beginning,and most methods make reference to Cases oversea.Thus,it has weak guidance meaning in the area of land use planning SIA.Because China has a vast territory,and every region has its particularly environmental character,universal method for the specific areas of strategic environmental impact assessment is not necessarily accurate.
