Environmental Impact Assessment Of Land Use Planning Based On Ecosystem Service Value

Environmental impact assessment on land use planning is necessary to response timely to negative influence owing to the wrong decisions and dynamic analysis on the implementation of the planning.It's also plays an important role in the next round planning.At the beginning of 2006,the ministry of environmental protection issued 0pinions on strengthening the linkage of environmental impact assessment and environmental impact assessment on construction projects.It is another regulation for environmental protection after the Environmental Protection Law,Environmental Impact Assessment Law and Planning Environmental Impact Assessment Ordinance.It provides many requirement to strengthen the planning environmental impact assessment and environmental impact assessment on the project.During the new period,people pay more and more attention to environmental impact in land use and planning.At present,we are still in the exploratory stage of planning environmental impact assessment.Ecosystem service value model,as a hot issue in current economic research,provides an important theoretical foundation and approach for planning environmental impact assessment study.Though the the model is applying to the planning environmental impact assessment,it is still in the initial stage.The application and modification of the model need to be further improved.Based on the application of ecosystem service value model theory and method,this paper aims at the shortage of the ecosystem service value model and its shortage in environmental impact in land use planning.It first increases the calculation of ecosystem service value in construction to make up for the shortage in traditional ecological service value calculation and improve the ecological service value calculation method.In order to meet the needs of regional differences,this paper attempts to modify unit price of land ecosystem services in China to find more suitable method for environmental impact assessment in land use planning.Finally,through a case study to analyze and evaluate environmental impact in the overall planning of land use in Tianjin.It calculates ecosystem service value in Tianjin city and county(District)from 2005 to 2020.After calculation,the ecosystem service value in 2005,2010 and 2020 respectively is 8.75 billion yuan,9.293 billion yuan and 8.606 billion yuan.Among the types of land use planning,other agricultural land accounts for the largest proportion in the total value of ecosystem services.It accounts for 62.12% of the total value of ecosystem services in 2010.
