Railway operations outsourcing can be considered quasi-public goods supply in the course of the introduction of market-oriented means, by the private sector or the private sector and quasi-public railway departments to produce goods and services, the Government provided through a contractual relationship to transfer the functions of quasi-public goods to the private sector or cooperative project.Based on transaction cost theory, principal-agent theory and core competence theory, the railway operator service outsourcing decision-making problem and the related choice, that is, outsourcing of railway operations, or their own internal operations, and established a integrated decision-making model, outsourcing of railway operation in decision-making ideas and methods.The paper first describes the historical evolution of outsourcing research process and the major significance, followed by outsourcing of railway operation and features of the connotation of an explanation from the transaction cost theory, principal-agent theory and the theory of the three core competence view of the railway operation services analysis of the feasibility of outsourcing. Railway operations outsourcing success, plays a vital role in decision-making.
