Research On The Spatial Differentiation Of Basic Public Services And Facilities' In The "3+5" Megalopolitan Area, Hunan Province

Since 1998, the implementation of the strategy of economic integration in Changsha, Zhuzhou and Xiangtan (three cities in Hunan Province, China; with Chang, Zhu and Tan for short), Chang, Zhu and Tan has become a very dynamic engine in driving the economic development in Hunan Province. After the proposition of the "3+5" concept in the ninth Party Congress of Hunan Province, the pushing effect of the three core cities, Chang, Zhu and Tan, in promoting the economic development of the whole province, has been further enhanced. Along with the stable and rapid economic development in the "3+5" megalopolitan area, the economic prop of public service facilities there has become more and more solid. However, the fact is that the development of some of the basic public services and facilities such as public education, science and technology, culture, medical and health care, etc. in the "3+5" megalopolitan area has lagged behind the economic development; and if the present situation is not changed, it will bring about negative influences both on building a comprehensive reform pilot area of resource-saving and environment-friendly society in the Chang, Zhu and Tan megalopolitan area and on establishing coordination of rural and urban development as well as a harmonious society in the "3+5" megalopolitan area.First of all, the paper defines the concept of megalopolis, the basic public service,etc. And the paper briefly introduces the major theories on balanced development of basic public services, facilities' spatial differentiation theory, and evaluation index. Then building the evaluation system of the basic public services and facilities' spatial distribution in the "3+5" megalopolitan area in teems of the setting principle of the index system, the evaluation index, the choice of the mathematical method, and the setting of the index weighting. This part provides the current study with theoretical and methodological references.Secondly, using the evaluation system to conduct a comprehensive evaluation on the basic public services and facilities' spatial distribution in the "3+5" megalopolitan area, and gives the characteristics of the spatial differentiation and problems about the basic public services and facilities of this area. This part is the core of the whole paper.Finally, after analysising the reasons of basic public services' and facilities' spatial differentiation in "3+5" megalopolis, the paper puts forward the corresponding measures and suggestions, as well as the conclusion for the whole paper and a prospect of follow-up studies.
