Regional economic difference is the core subject of the Regional Economics, and it is the premise and the starting point of the conducting Regional Policy by the Government. At present, a lot of research is about the interprovincial economic difference. But when it comes to the local government, it is much more significant to study the regional economic difference within the province for regional policy making and coordination. From these, the paper learns from the regional economic difference research achievements and research methods home and abroad. Furthermore, the paper selects the Prefecture-level city, zone and the county-level city of Heilongjiang province as research subjects, and the regional economics differences and influencing factor within the province is analyzed. Accordingly, the paper makes some suggestions.Firstly, based on the method of absolute difference and relative difference, the Per Capital GDP is selected as analysis indicators, and the paper makes an empirical research on the regional economic difference change of the twelve prefecture-level cities and sixty-four county-level cities of Heilongjiang province from 1994 to 2007. Secondly, according to the geographical concentration and the distribution of Per Capital GDP, Heilongjiang province is divided into three regions, and the economic differences of intrazonal and within the regions are decomposed with the Theil index.Also the effect to the whole difference from the intrazonal and within the zones is analyzed. Thirdly, the paper establishs the target system of intra-county economies, and makes the overall merit of sixty-four county-level citys by the improved PCA. Fourthly, the influencing factor of regional economic difference is analyzed, and based on the improved principal component regression method, the cross-section data of the prefecture-level city is studied. Finally, the paper summarizes the research results above-mentioned, and offers five policy proposals for the regional economic macro-control.
