Under the era of emphasizing importance of split management power with addition of competitive rapid market changes environment, communication services provider has to provide better services by continuously adapt and fulfill various customers' needs, including diversify, difference and customized complicated needs, to win the market share and stay profit. In order for it to achieve this goal, its organization frame must stay in-line with the sales environment, flat management becomes a long term effective development management model for communication sector. Following the increased competitive pressure in communication market, especially re-organized of the sector and released of 3G licenses, market has moved into a "fast fish eat up slow fish" era in which early days competition between two operators (CMCC and Unicom) has now becomes three (CMCC, Unicom and China Telecom). This article will take zhangzhou mobile communication corporation (ZZMCC in short) as a study object. In order for ZZMCC to gain regional market controlling power, cut down the management team and comprehensively develop rural markets; it has to tighten the management, shorten the services time, go into the market and response promptly to the market. By doing so, it would increase regional sales management skills, expand regional controlling power and put itself into a market win situation. According to the flat management theory and the realistic situation, ZZMCC has come out with a by stages new exploration on regional sales center management method of "regional sales center flat management base on the regional sales market development". This plan is based on the management exploration and enterprise's sales management specialty, on top of perfecting self infrastructure, introduced new management ideas with exploring mind aiming at making the regional sales center flat management works deeper, details and has its own specialty. The results of this revolution not only give a great forward push for ZZMCC but in fact also can becomes the model for other MCC's branches or other communication services providers.
