A New Study On Scientific And Technological Policy To Guide And Promote Independent Innovation Of Enterprises

Modern science and technology has been promoting the development of productive forces rapidly with an unprecedented power,Innovation and progress of science and technology have a profound impact on the ways of production and life of people.Correct and effective science and technology policies have a significant effect on promotion of development of innovation and progress of science and technology,as well as on guiding enterprises independent innovation.So how to make scientific,effective and rational science and technology policies is an important proposition for national and regional departments which are in charge of science and technology policies making.Based on this reality,the connotation of independent innovation,the content and form of science and technology policies are stated systematically in this paper.And through the analyses and compare of the theories of science and technology policies guiding enterprises independent innovation,the effect of science and technology polices on enterprises independent innovation is also proposed.Meanwhile,the development status of foreign science and technology polices and the trend of the policies which are promoting enterprises independent innovation in developed countries are introduced.Science and technology policy has there roles to enterprises independent innovation(Strategic orientation, motivation,collaboration services,security norms).The effect of carrying science and technology policies is remarked from this four aspects.In the paper,predecessors related theories,research framework and the current science and technology policies in ether countries are generalized.The elements of science and technology which influence enterprises independent innovation are analyzed.Through conducting questionnaire surveys and paying attention to enterprises cases,it demonstratedly analyzes the elements from many aspects,such as financial policy,tax policy,the role government,the cooperation of production, teaching and research and intellectual property protection and so on.It explores the carrying effect and main problems of current science and technology policies.Thus the proposals of strengthening the science and technology policies of promoting enterprises independent innovation are proposed.To understand science and technology innovation based on systemic view,then to make sorts of science and technology innovation policies that guide innovative main body to innovate.There are some insufficiencies in existing policies of our city and district,such as financial policies for innovation,policies on cooperation of production, education and research.Our policies emphasize particularly on instituting knowledge,rather than spreading knowledge.On the side of cultivating innovative behavior of enterprises,the policy of intellectual property rights protection is not perfect,and the policy threshold is not suitable forsmall and medium-size enterprises,and the preference lacks of popularity.On the side of supportive fund,the diversity of methods using is lacked,such as flexible risk investment, discount loans,and so on.Accordingly,on how to further deepen and perfect the system of scientific and technological innovation policy,and to guide and promote enterprises effectively,the related proposals and policies of strengthening scientific and technological policy to promote independent innovation of enterprises are proposed from four aspects, which are fiscal and tax policy,monetary policy,intellectual property protection and highlights the role of government on promoting independent innovation of enterprises.
