Having reformed rural economic system for 30 years, China's rural economy begins to forge ahead into the direction of industrialization of agriculture. But if we only rely on peasants'own accumulation, it will be too difficult to achieve adjusting rural economic structure and leaping over the scale operation of the industrialization of agriculture. Therefore we need to develop rural finance and provide funds for agriculture, the countryside and peasants. Rural finance is an indispensable material foundation of resolving"three rural economic issues"and"constructing a new socialist countryside". However, China's current rural financial system hasn't provided solid material foundation for"three rural economic issues"and"constructing a new socialist countryside"effectively yet. There are many deficiencies in the current rural financial markets such as supplying effective credit insufficiently, lacking rural financial services system and effective financial instruments, as well as peasant households'dishonesty. Because of the deterioration of rural financial ecological environment, rural financial system hasn't been able to support adjusting rural economic structure and promote agricultural industrialization effectively.This paper takes Ba Yan County for example, which is a large county in the field of agricultural production in the main grain-producing region of Heilongjiang Province. Proceeding from analyzing micro behaviors of the behavior subjects in rural financial supply and demand system in the county territory of the main grain-producing region, its writer tries to use some theoretical approaches such as system theory, Logit models and game theory to explore the reasons that lead to many questions about finance supply and demand such as short effective supply of rural finance, peasant households'dishonesty and empty financial services, as well as how rural financial supply and demand is influenced by the partiality of relative behavior subjects such as formal rural financial institutions, local governments and peasant households'lending and borrowing behaviors. He also suggest plans and solutions to resolve these financial supply and demand questions such asupplying effective credit insufficiently, as well as peasant households'dishonesty so that the demands of peasant households'loans and financial services can achieve contentment, and the rural financial system can be operated orderly and high-efficiently.
