Research On National Emergency Resources Storage Facilities Location And Agreement Enterprises Reserve Mode

Natural disasters and other severe unexpected incidents which happened frequently in China has caused heavy losses to people’s property and life, and also seriously hindered the further development of our country economy. However, the reserve of emergency material in advance will effectively ensure the supply of these severe unexpected natural disasters. In addition to guarantee the basic supplies, the reasonable reserve modes can improve the whole supplying efficiency of emergency resources, reduce the emergency stock cost of the government reasonably and help the enterprise improve the benefit. This paper put forward the research of reserve decision about multi-disasters composite demand in China for improving those problems such as simplistic ways of storage, storage layout and unreasonable reserves associated with emergency capacity.First of all, the author classified and summarized the present reviews of multi-disasters emergency reserves before the disaster both at home and abroad, and analyzed current researches as a whole.Secondly, the paper introduced the present situation and existing problems of our country on emergency stockpile and stockpile management, made the summary and analyzed the processing method of pre-disaster emergency supplies demand. The indirect method was proposed in the paper to confirm the demand of emergency supplies. Building the demand instances in contextual model can effectively solve the effect of demand uncertainty and lays the research foundation for the comprehensive emergency supplies network.What’s more, compared with the previous stockpile location models, the supply information of agreement enterprises as an important influence factor was introduced into the model in this paper. On the basis of the existing stockpile, a comprehensive strategic materials reserve network model to meet the demand of multi-disasters was established and then was solved by the Cplex. And the rationality and sensitivity analysis of results finally were conducted in the paper.Finally, based on the analysis of the existing mode of emergency material reserves in our country, the paper has proposed a mathematical model which combineed the material reserves and production capacity reserves of agreement enterprises. Based on this model, the optimal sbusidy policy and the optimal input levels of the material reserves and production capacity reserves are obtained. Furthermore, the relationships between social benefits conversion coefficient, marginal coefficient of the variable cost, optimal sbusidy policy and the optimal input levels of the material reserves and production capacity reserves are analyzed.
