Study On Classification, Evaluation And Application Of Rural Lands In Combination Of The Rural And Urban Areas

Currently, the work of classifying the rural lands is going on in many Province of China. It is an important composition of the regular investigation of the national land resources and one of the vital steps in the national management of the rural lands, whose research findings can be applied to promote to shift the focus of the land management from the amount control to the balance between the amount, quality and the ecological protection of lands. Originally, the evaluation of classification of rural lands in Yanta district of Xi'an is not in the charge of Shaanxi Province, but it is significant to do some research on it, which aims to study the problems in the process of exploiting lands for further uses.(1)Theory to be based on in this study is as follows: agrology theory, ground rent theory, locality theory, diminishing returns theory of land productivity, eco-economy theory and their roles in classification of the rural lands.(2)The technique method of this research consists of classification method and evaluation method. The classification method includes multiple factor comprehensive method, corrected theory, plotted method and revising method. The evaluation method includes profit reduction method, marketing comparison method, cost approach method, residual method, graded evaluation method, datum land price amended method, etc. This paper evaluates the land price in Yanta district by means of multiple factor comprehensive method and revising method.(3)In the case study, this paper studies classification and evaluation of rural lands of Yanta district. As evaluation method is concerned, a class unit is settled according to the closing diagrams composed by the different kinds of boundary lines, land administration lines, landownership lines, ditches and roads. It consolidates the practicality of the classification results. In addition, the comparison between the research findings and the price of the urban land in Xi'an is to be made so as to justify the research findings.(4)Application of the findings: A series of problems still exist in the management of the rural lands, especially in the combination of the rural area and the urban area. Thanks to the expansion of the city, the rural lands are gradually exploited and further used for construction. In the process of exploiting lands for further uses, farmers losing the lands can not get their own benefits due to the special condition of the combination of the rural areas and the urban areas. Accordingly, the author sets up the managing system of the rural lands, in which the function of the social guarantee of the rural lands is redefined. Besides, it provides a new calculation method in measuring the compensation for the exploitation of the rural lands in the combination of the rural areas and the urban areas and hopefully experts may make further study and discussion.
