Using Information Technology to improve the modern enterprise management, Human Resources Information Systems (HRIS), as a management information system, plays a significant role. The significance and importance of HRIS in enterprises strategic planning is increasing gradually. Business has a high expectation on HRIS performance, but in the practical application, there are a lot of problems existing. As information technology continuously changing and developing, HRIS constantly changing with environment, meanwhile, the internal value of HRIS exhibits diversity and multi-perspective properties, which gives difficulty to quantify the intangible value and the strategic value. All these have led to re-examine and evaluate the HRIS performance. This thesis tries not to use traditional input-output evaluation methods, instead, using a balanced point of view to explore the HRIS performance evaluation.Thesis combined with information systems theory, human resources management theory, and IT Balanced Scorecard theory. From the perspective of financial, internal processes, customers, learning and growth, the author discusses the evaluation of HRIS, and analyzes it with case study. The thesis is separated into five chapters. The first chapter provides an overview of the subject background and the significance of the study; summarizes the evaluation of the relevant information systems, information systems evaluation principles, HRIS research; Chapter two describes the theoretical basis for the subject, including the theory of the four dimensions and characteristics of Balanced Scorecard; the meaning, development, and function of human resources management; the development, components, application-level, and value of HRIS; the meaning and development of the Information Technology Balanced Scorecard. Chapter three introduces the evaluation principles of HRIS performance, and using the four dimensions of Balanced Scorecard to explore the HRIS performance evaluation system; further pointing out that based on the vision, objectives to determine the performance indicators, and gives a performance evaluation steps. Chapter four makes a case study for HRIS performance evaluation, and summes up the issues should be paid attention to during the evaluation process. Chapter five summarizes the thesis, and pointes out that the existing problems and further researches.
