Research On Model Of Regional S&T Development Index And Its Application

With the globalizations of economy and the arrival of knowledge economy era, the concept that science and technology are the primary productive focus has been universally acknowledged and accepted. Our country continues to put more efforts on S&T development and enhance the pace of S&T industrialization. Therefore, invigorating the province or city through science and technology has been the strategy of economical and social development for many provinces. All levels of government has paid great attention to the function that S&T plays in social economic development and made S&T strategy and policy which fit itself according to natural condition, human resource, scientific and technical power, economic base and regional situation. Therefore, the statistics and evaluation on S&T development is of great significance to reasonable utilization of resources and improvement of S&T output.Science and technology statistics and development evaluation has been more and more emphasized by all level of S&T administration section and have become an important tool and means of S&T management and decision-making. How to facilitate development and apply science and technology statistics and development evaluation in practice demand considerable theoretical studies. With a view to national S&T progress statistics supervision system, this paper analyzes the principle and guard line of S&T development evaluation index system and attempts to establish a practical, regional and quantitative evaluation index system, which comprises of 5 criterions: S&T progress environment, S&T input, S&T output, high-tech industrialization and the contribution of S&T to social economic development, and 13 separate indexes. The paper also makes a validated analysis of the interaction of these 5 criterions by SEM and obtains the weight of regional S&T development system by using objective and subjective methods such as AHP. Meanwhile, it establishes an evaluation model and acquires the regional S&T development index by using the method of equivalent average comprehensive evaluation.By the analysis of the integrative index, it divides the S&T development of Huadong regional levels, 1.e. high, moderate ,low. By the analysis of the hierarchical indexes, it explores the relations among the 5 criterions, finds out the existing problems and defeats in the S&T development of Huadong region. Combining with the above comprehensive evaluation results, the paper explores the Countermeasures for exalting the S&T development of Huadong regional levels. From the whole aspect, the paper puts forward out five Countermeasures for the S&T development of Huadong region; From regional aspect, it comes up with relevant Countermeasures about shanghai region.
