Nowadays, science and technology innovation ability becomes the most essential performance of national power. In the economical globalization time, if a country has the strong science and technology innovation ability, it can be in the high position of industry division chain in the world, and create the new industry which can activate national economy, and have the important self-owned intellectual property rights to lead social development. The current new technical revolution has the rapid development, and triggers a new wave of innovation. Technical achievement transformation and industrial upgrading cycle need less and less time than before. The status and function that science and technology become the first productivity is more and more prominent. Technical innovation is a propeller which promotes industry. From traditional agriculture, handicraft industry and chemical industry to information economy, biological economy and the modern service industry, each industrial upgrading and structural adjustment are the result of science and technology promotion and the innovation. The formation of science and technology innovation ability is a process and need a certain environment. Only to create an environment to promote science and technology innovation, it can stimulate the potential of science and technology innovation, and reduce time from science and technology innovation to industrial application. In brief, to promote science and technology innovation ability is the urgent need of speeding up the transformation of economy growth way, driving industrial structure upgrading and strengthening national and local comprehensive power and competitiveness.Science and technology innovation is the core driving force for industrial structural adjustment and optimization of each country or area. Establishing the perfect science and technology innovation system becomes a common consensus of all governments, the theorists and industrial departments. The former researches mostly are the single qualitative and quantitative analysis to science and technology innovation ability or regional competitiveness, but the system research which unifies regional science and technology innovation ability and regional competitiveness is actually few, and can't comprehensively reflect the relationship between the two big whole, and is primarily qualitative analysis. The multiple systems research of theoretical and empirical analysis still is the blank at present. According to the domestic and foreign correlation theories and the research results of regional science and technology innovation ability and regional competitiveness, regional science and technology innovation ability and regional competitiveness two big target system are integrated into three big comprehensive factors respectively by the methods of principal components analysis and simultaneous equation modeling. Then, this paper establishes reasonable structure equation model by the correlation theories supposition. Shanghai, as an advanced area where science and technology innovation ability promotes competitiveness, has provided the confirmation standard for the feasibility and applicability of established structural model. By the processed correlation board data of Jilin Province, the established model are fitted, examined and evaluated so as to compare and analyze the difference of regional science and technology innovation ability and regional competitiveness in two areas from multiple angles. At last, this paper brings up the direction of improving this analysis method of processing system data so that this method has the better application prospects in future development and application. This paper, using research methods of principal components analysis and structural equation model, and unifying the theoretical research and empirical research, qualitative analysis and quantitative analysis, provides reference and suggestion for improving the regional science and technology innovation ability of Jilin Province to promote the regional economical competitiveness and realizes the regional social economy sustainable development.
