The Use And Protection Of Chinese Cultivated Land Resources From The Perspective Of Ethics

Land is the basis of exist and development for people. National land resources affect its national survival and the development. Because of the gradual reduction of the amount and quantity for our land resources, many environment problems were brought out for our economy development. It is absolutely necessary for us to reconsider the land utilization that is carried on at the present. The important reason of the global environment question is that the cultivated land resources are not utilized suitably. Therefore, if we want to solve the increasingly serious environment problems, the problem of land utilization must be resolved. People discovered that it is impossible to solve the problem in the land utilization process only depending on the present economy, law and administrative method . In order to utilize the cultivated land resources around the world, we must establish equal man-land relationship ethics, consciously love and respect for the land, coordinate the increasingly acute contradiction between man and land from the fundamental. the concept of land use, awareness, accountability, value orientation and so on will directly impact on the outcome of land use, So in order to keep the land resources be used continually and make our social economy can develop continually , we must utilize the cultivated land resources according ethics.From the present situation of our cultivated land resources, with the related policy, the law and regulations on the use and protection for our land resources, this article will analyze ethic and moral questions existing in the utilization and protection for our cultivated land resources. Based on the traditional and modern land ethics, this article will raise that we should integrate the land ethics of sustainable development into the practice of farming resources conservation, and put forward some proposals for the achievement methods of the ethical use on our cultivated land resources.Referred to a lot of datas, The first part will summarize the land resource quantity ,quality and the outline and condition which was carried on in our country. Meanwhile, from related contents of the farming classification, the farming protection, it has introduced the farming resources condition in our country. Based on the analyse for ecology function, the economical function and the social security function of farming resources, it raised the importance of the protection for farming resources, and introduced the change in our land mangement, and related laws and regulations.The second part summarized and analysed the concrete questions of the use of elaboration our farming resources. First of all, it analysed the concrete question which faced to the farming resources including the short of average cultivated land, unbalanced distributes, the sharp decline of cultivated areas, serious farming pollution, the dropping soil fertility, the farming desertification, degeneration, and serious salination phenomenon, low use for farming and so on. Next, it analysed the question which existed in the system of farming resources conservation. In the law and regulations of farming land resources protection, compared with foreign countries, our regulations were not very explicit , unaimable and unable to adapt. Finally, according to the preceding questions, it analysed the value of farming land resources in a penetrating way and conclused that the root on the appearance of the crisis for farming resources is the existence of value deviation that people treat to the farming resources, so the land ethics must be lead in to instruct humanity's land utilization behavior.The third part has carried on the outline of the land ethics. It expounded the origin of land ethics thought, development, the concept of land ethics and the connotation so that related principles about land ethics were clear. It also analysed the relationship between the land utilization ethics and sustainable use of t land utilization ethics. It made us realize the important science guiding sense of the land ethics concept to the farming resources protection and it conformed to the farming resources conservation idea.Finally, integrated with the actual condition, it proposed the method of our farming resources in the land ethics to achieve. As for ethics itself, it was unable to solve the concrete questions in the land utilization and the protection, but its realization way mainly is dependended on instruction of people's behavior and the realization of appraiser's behavior.In this aspect of leading behaviors, as for our country, we must transform the value direction of farming resources use, establish the sustainable use ethics including the transform of values, maintainance for the land independent, the fair equality distribution of land aspects benefit, the education and propaganda of strengthening the land ethics with practice, the change of traditional thought pattern, the integration of ethics responsibility and the legal regulations and so on.
