Research On Beijing Netcom's Procurement Management Model

Nowadays, with the competition of domestic telecom operator's 2008 telecommunications market being more and more drastic, New Beijing Netcom is facing with the challenge of 3G license issuance, the recombination of the telecom operators and Beijing Olympic Games. Procurement System wins more and more attention to enterprises and entrepreneurs as an important part of the core of the value chain in modern enterprise management and supply. Established in 2005 the Procurement and Logistics Center of Beijing Netcom, had played a key role in raising Beijing Netcom's core competitive power by centralized procurement ways over the past few years. In the face of the complexity of the current market environment, our management needs to constantly innovate with new procurement strategies and plans, improving the management of the procurement system to enhance core competitiveness of the enterprise. In order to achieve the strategic objectives of enterprises, we need to make full use of advanced information technology to build powerful enterprise management information system to support.In this paper, we analyzed purchasing and logistics models and strategies of Beijing Netcom based on the combination of Enterprise Resource Management (ERP) theory, and with more attention to the ERP project procurement logistics module specific implementation of Beijing Netcom. At the point of project management expertise and perspective, we discuss the procurement module of the ERP implementation of the project selection, start, plan, design, implementation, and close such important parts. Combination of procurement, supply chain management features, this paper discuss the specificity of ERP project management, including human resource management, risk management, knowledge management, as well as supporting the implementation of system changes caused by business development management.The purpose of this paper, through research projects in Beijing Netcom ERP implementation and applications, to find project management methodology and experience of the application and improvement of procurement logistics ERP modules. This will improve the procurement of telecommunications after the reorganization of the logistics management system to enhance the value of ERP systems, so that the performance of procurement for enterprises to make greater contribution to an important practical significance.
