With the constant deepening of reform and opening-up of our country , the position and the function of the construction has already changed are more and more important, it has already become one of the industry of pillars of our national economy. With the rapid development of the construction, the important issue of this field is how to get the greatest economic benefits by limited fund input. In the whole engineering construction, engineering design is the only way to make policy and conceive turn into the realistic, while it is also the technological and economy file guiding how to built project implementation. Though the proportion of fund inputting design phase is not big, it has great influence on the completion of the whole project goal; And though construction stage occupies most fund input, its plasticity is small, can only strengthen and control avoiding excessively wasting during the course of constructing, contribute to the thrift investment by a large margin and potentiality is not big. According to the analysis of relevant materials: The design charges though about 1% of expenses of the whole life-span of project, under the terms of making policy correctly, its influence degree to fabrication cost of the project is more than 75%. From the angle of control, design phase is the most important stage to the controlling of project investment, it has determined the construction scale and construction criterion, determined the size of the scale of investment of construction project at the same time. So, after making policy in construction project, the key of project investment controlling is on design phase.Since reform and opening-up, the real estate of our country has developed rapidly. According to materials, in the first 11 months in the whole year of 2007, 40 key cities in the whole country finish the investment of developing real estate of 1,309,200 million yuan totally, Increase by 24.8% compared with the same period of last year. Among them industry's investment of the house is 897,400 million yuan, account for 69% of gross investment, increase by 25.3% compared with the same period of last year. But the comprehensive investment benefit of the real estate is not big, the phenomenon out of investing control can be found everywhere. The main reason for this phenomenon is to lack supervision and management to the invest controlling of design phase. This text directs against this phenomenon, takes industry's project of the house as an example, and talks about the content, characteristic and method of invest controlling of design phase, finding out the greatest links influences the cost of the project in design phase, using method and procedure of manage of design phase to make the investment under control, controls the cost of the project effectively, in order to achieve the goal of improving comprehensive benefit. The main content is as follows:1) Have introduced working content and procedure of design supervision.2) Have recommended working content, procedure and measure of controlling investment of design supervision.3) Have recommended the main work methods of controlling investment of design supervision.4) Have discussed the methods of controlling investment of design supervision of house.
