The situation of global climate change is grim by now, and it is a serious threat to human survival and development, so building Global Energy Internet, using the clean and green way to meet the global demand for electricity is an effective way to solve the current environmental problems. In recent years, new energy power generation is increasing in the proportion of the entire power generation industry, particularly the more potential for development of photovoltaic power generation. Solar energy as an ideal new energy-rich will not dry, safe, clean, not a threat to humans and damage to the environment, in the Current and future period, China’s photovoltaic industry is growing rapidly. However, the current PV is the initial stage, there is still much room for development, while solar power still many problems to be solved, Though the cost of photovoltaic power generation in reducing year by year, but the impact of photovoltaic power generation is still very important, so the effective control of solar power construction costs have a major impact on operating income after completion of solar power projects. According to accounting identities Revenue =profit- cost, revenue is determined by the photovoltaic power generation projects in photovoltaic power generation project hours and tariff costs by project construction costs and operating costs of the latter part of the decision early. Therefore, in the constant price basis, the revenue increase photovoltaic power generation can mainly be in two ways: 1. Reasonable project design, choosing the right equipment,make full use of solar radiation, increasing the number of photovoltaic power generation projects, thereby increasing the total revenue of the project; 2. The cost of the project and later operating costs before, during, and afterwards the whole process, comprehensive, full control and reduce costs of power generation projects. This paper aims to use the data of various stages of cost management including feasibility study, design, procurement and construction to research, by controlling its cost in the phase of the project design and construction phases to maximize revenue photovoltaic power generation projects.
