The quality, schedules and investment are three major factors which decide the construction project whether success or not. They play a important role during the progress of the whole construction project management. Supervision unit as a facilitating agency authorized by the construction unit play a important role during the construction progress . Its main duty is that control the quality, schedules and investment of the whole construction project and the management of agreement, information, safety. Because of its importance during the progress of the whole construction project, it should make the control of each aspect of the construction project as its main work target in order to realize the social meaning. The supervision system has been carried out since 1988 in our country ,which get a great progress during the last 20 years' exploring and practice. However the supervision system also has many problems, they are as follows: supervision system is backward; lacking of word basis, specialized persons and backward of theory research and practice experience.This article offers the control methods of the quality, rate of progress and investment of the countermeasures for Overall Treatment of Urban Water Environment in the new city of Shaohai in Jizaozhou City based on the basis of referential review of domestic and foreign bibliography. It also offers the success methods about how to do the control project well and gives the method of the system construction about the supervision of The quality, rate of progress and investment.
