Research On Evaluation Index System Of Circular Economy In Resource-based Cities

Resource-based cities are not only an important type of our urbans, but also an integralpart of China's economic construction. Recent years, sustainable development ofresource-based cities has become a hot issue, and circular economy is an important mean todeepen sustainable development. In order to scientifically evaluate the development ofcircular economy in resource-based cities, it is very necessary to establish a set of reasonabledesign, operable evaluation index system for the circular economy. Therefore, it is of greatpractical significance and theoretical value to build evaluation index system of circulareconomy for the development of circular economy.First, putting circular economy theory as a guide, starting from the current situation ofresource-based cities and circular economy in domestic and foreign, analyzing functions,characteristics of evaluation index system for circular economy, and the basic characteristics,the problems in its development of resource-based cities, following the design principles ofevaluation index system for circular economy. Combination with the index screeningincluding frequency analysis, theoretical analysis and expert consultation, it devised a set ofindex system to evaluate development of circular economy in the resource-based cities fromthe economy, society, resources and eco, which was constituted by four sub-systems and tencriteria layers and 36 indexes. And it also made out a comprehensive evaluation model ofcircular economy in resource-based cities by using the method of combinationgiving-weight-value and evaluation method of gray correlation analysis.Second, based on the development status of Yulin City's circular economy and theevaluation using SWOT analysis, according to index system established, we collected therelevant data from 1999 to 2008 for empirical analysis. It obtained the following conclusions:the development level of circular economy in Yulin city was a slowly rising in decade, it showed that it had made some achievements of circular economy in Yulin City and moved toa good state. However, there were some years which had seen a slight decline, because thatappeared in a slightly blind excavation in those years, which caused heavy pollution on theenvironment.Finally, according to comprehensive evaluation results of Yulin City, combined with thedevelopment status of circular economy in Yulin City, it raises concrete and feasible measuresand suggestions for future development.
