In the new economy or knowledge-based economy environment, technological innovation, as an integrated enterprise resource optimization methods and means, its position in the activities of enterprises has been growing and the value of both the theory and the practice of business management have been recognited and better understanded. In the first decade of the new century and in the complex and ever changing socio-economic conditions, conflicts between corporate demands for technological innovation and the reality of technological innovation performance become more prominent and enterprises are facing a very urgent task on the cultivation of capability of technological innovation and effective management of technological innovation activities.Since the last century,the profound impact of Organizational Culture (OC) on the activities of organizations has been given full attention and its factors in technological innovation process have been widely and specifically discussed. The concept of an innovative culture has been raised, and there has been substantial new opinions and some conclusions of theoretical value. Although its theoretical study in technological innovation has been successfully developed, there are severe defects of abstractness and lacking of systematicness. So the guidance to practice of business have limited effects.Based on the above background of practice and theory, this article starts from the cognition of organization members, and by the application of sophisticated and classical management theory,we state a new understanding on the decision-making process of technological innovation,which involves OC as the core driving force.After making a Analysis of the culture mechanism in every aspect of the decision-making process of technological innovation,we make the judgement on the potential relationship between the potential factors of OC and the factor sets of technological innovation at all levels,which is deducted from the theoretical analysis. Meantime, we will set up the conceptual model that includes all the research hypotheses. Then we begin to make the measurement of the potential factors via the appropriate measuring scales of OC and technological innovation based on the cognition. To obtain the preliminary results of the analysis,we operate on a large samples of survey data, and make a general descriptive statistical analysis. Through further application of structural equation model(SEM) theory and by two statistical software,SPSS15.0 and Amos7.0,we conduct a reasonable test on the reliability and validity of the scales, and then make the test and analysis on the conceptual model and the theoretical assumptions. Finally, based on the available theory and empirical research on the results, we sum up the limitations and inadequacies of the study, make suggestions for improvement on building a culture promoting innovation valuable for corporations.
