The Comparative Analysis In The R&D Efficiency Of Jiangsu And Zhejiang Provinces

In the current economic time, sustained, rapid and healthy development can be achieved only through the innovation. China has developed the plan of enlargeing technical investment and innovation in the following five years. Therefore, research all the regions of the R&D investment efficiency will have a very strong practical significance to china.This article take the R&D investment and economic growth's theory as the base,in order to let us know the R&D investment plays an important role in the economic growth, thus has also drawn out the key R&D efficiency which this article studies. With the aid of DEA namely: The data envelope analysis' method, it has studied the R&D efficiency of Jiangsu and Zheji-ang provinces, come to the conclusion: Jiangsu Province's R&D investment exists the phe-nomenon: the investment redundancy and the output insufficiency. But Zhejiang Province's R&D presents the relative effectiveness. For clearer discovers causes of this phenomenon, on the base of the two provinces'actual situation about the R&D activity, then make the SWOT analysis.Draw to the conclusion: when carrying out R&D activities, Jiangsu Province with the advantages in: foreign capital utilization, economic development strength and the research capabilities of institutions. But it also has disadvantages such as: most of the enterprises lack of innovation, R&D results into mechanisms are not sound enough and the government at the role of R&D process are not fully exert. Zhejiang conducting R&D activities with the advan-tages, such as: market mechanism is relatively sound, the private sector more active and its government pay great importance to the R&D activities. However, compare with Jiangsu and other provinces, it also has disadvantages such as: a low utilization rate of foreign investment and the R&D funding investment is inadequate. In the new background, it also gave the two provinces the opportunities and threats coexist during the R&D activities. Finally, in the light of two provinces'actual situations, proposed the suggestion about raises the R&D efficiency.
