A Research On The Development Of Hunan 3+5 Urban Agglomeration Based On Industrial Cluster

It is one of the significant strategic aims of the social and economicdevelopment of our country to create conditions for the realization of the rise of the middle part in China and of the regional development in coordination. Diachronically speaking, in the history of regional economy development of the world, urban agglomeration is the main mode to organize the regional economy development, which contributes to the growth of the regional economy increasingly and becomes the new-style pole of economic growth. The study of urban agglomeration has been underdiscussion for a long time, but it is not enough that to study urban agglomeration from the perspective of" industrial cluster", and that in particular to study urban agglomeration in the comparatively poorer region. Hunan 3 + 5 urban agglomeration, as the main one of the middle part in China, if experienced economic integration, will promote wholly the social and economic development of Hunan province and becomes its pole of economic growth, and the middle part of China as well, bringing on the riseof economy in the middle part. Therefore, it is significant for its theoreticalvalue as well as realistic value that to study Hunan 3 + 5 urban agglomeration from the perspective of industrial cluster and economic integration.The study method runs as follows: based upon the researches levant to urban agglomeration, and economic integration of urban glomeration at home and abroad, this paper, taking economy geography, system science and city economics such courses as guidance, firstly constructs the basic framework for the study of economic system of urban agglomeration regional system of urban glomeration and economic integration of urban agglomeration; and secondly, adopting the method of Econometrics such techniques, as an analysis of the external situations and the inner basis for the economic integration of industry in 3 + 5 urban agglomeration; make quantitative research on industry in Hunan by using some indicators such as the degree of industrial concentration, Local specialization index and economic connection index and analyze problems in the development of industrial clusters in 3 + 5 urban agglomeration. Finally, combining with the strategies and objectives of economy and social development of Hunan, this paper proposes some suggestions for development strategy of Hunan Province such as developing economy through selecting leading industries, supporting leading enterprises, strengthening infrastructure construction, improving the investment environment and using preferential tax policies to strengthen the cohesion of the industrial cluster zone.
