The Study On Reform Analysis And Necessary Policies To The Reform Of Collective Forest Tenure Systerm In Henan Province

Timberland resource is a important part of forest and land resources,and it is the most important foundation in the forestry development.Through using activities of the timberland resource, we can rebuild the structure of natural environment, we can also protect and improve the land resource,wild lives and the quality of air and water in a large area.Therefore,the sustainable use of the timberland resource is the foundation in the forest sustainable development.So we need to research the property right of the timberland resource,to promote the utilization and productivity of woodland resource.The article is based on analysis of woodland property rights institution in henan collective forest zone, the advanced reserch achievements in the international, the theories and methods of economics,itrealises the static analysis on property rights andchanges in history. By survey methods and the laws that are related to the forest it gives a research on the woodland property rights direct to the problems of the the woodland property rights. Supporting policies'advance is very important.The study on supporting policies makes some advices about timberland use fees,forestry elements market,deal on porperty rights,socialization service system,forest insurance,logging indicator,invested and financing institution and so on.3 Henan reform of collective forest porperty rights institution is the abundance and perfection of rural household contract management system,is expansion and extension of agriculture development,is the way and opportunity of inceasing farmers'income.It enhances the competetion capacity of forestry,improves ecological environment.But there are many problems,such as: high cost and less funds;less and instability staff;developed economic cooperation organization and so on.4 By reserching the reform of collective forest porperty rights institution,the writer considers that we should build a pilot demonstration area,try for mre support of central financial,build the contact mechanism between State Forestry Administration and each province or region; enhance the responsibility and mission of leaders;incease the efforts of propaganda and training;ensure the continuity and stability of forestry policy;draft the matching policy as soon as possible such as drafting the science programs,building the systems of mortgage loans about forestry property rights and forest insurance policy.The reserch of collective forest property rights institution is a very complex reserch field,involved the theories and knowledge of many subject.the research is based on the analysis of Luohe investigation data and statistics data of Henan province.It is a elementary reserch on the reform of collective forestry property rights institution in Henan province,and there are many problems to reserch.
