Research On Economic Development Of Taizhou City Based On Industrial Cluster Perspective

Theory studies and practices at home and abroad indicate that, nowadays the essence of economic competition of an area is industrial competition. The course of regional economic development is making the best use of the existing conditions to form competitive industries or industrial clusters. Competitive industry and industrial cluster is a core to promote regional economy, and it synthetically incarnates regional comparative advantages, it is an important source of regional competitive power. So as a new mode of regional economy, industrial cluster is not only an important source of competitive advantage in developed countries and areas ,but also is an effective strategy of realizing leap-over development in less developed regions . In accordance with actual conditions, making rational development strategy of industrial cluster, selecting appropriate develop model is to be a crucial issues of the study of regional economic. Recently researches on this subject are becoming the most heated topics of regional economics, economic geography and other related subjects. This article takes economically less developed area-Taizhou for instance, analyzes theories of industrial cluster and regional development, looking for the scientific ideas, models and concrete measures which can promote the sustained, swift and sound development of Taizhou's economy. These not only can fulfill the theory of industrial cluster and economic development, but also provide the scientific basis for macro strategic decision.According to the data of on-the-spot investigations and literature, this paper based on the theory of regional economics, institutional economics, economic sociology, economic geography, strategy, management, uses qualitative and quantitative, normative analysis and case study, site survey, comparison method and tools of modern science and technology.Firstly, this paper analyzes the present situation of Taizhou economy, and then an econometric model is established for practical studying on industrial cluster and economic development. The result indicates that industrial cluster plays a very important role in Taizhou economy. Secondly, on the basis of analyzing opportunity and advantage of the development of industrial cluster, new ideas and modes are proposed, absorbing the relevant research results at home and abroad. Lastly, the planning and location of representative industrial clusters is discussed, and the develop trend of each cluster is elaborated. Aiming at the practical development of Taizhou industrial cluster, to guarantee the successful implement of industrial cluster strategy, safeguard mechanisms are summed up.Issues this article mainly analyzed and studied, as follow:(1) Elaborates the scientific connotation of industrial cluster theory systematically. Firstly, makes a research on the concept, characteristic, classification and formation mechanism of industrial cluster; Secondly, looks back the historical developmental process of industrial cluster theories; Thirdly, discusses the interactive mechanism between industrial cluster and economic development; Last, compares industrial cluster theory with traditional economic development theory, and demonstrates the scientific of the application of industrial cluster theory. (2) Based on investigations, this paper analyzes the background of Taizhou's economy from natural geographical and cultural environments. Then it makes an analysis of Taizhou's economic situation in the three terms of the economic scale, industrial structure and economic spatial distribution pattern, and analyzes the problems for Taizhou economy, and presents a development strategy based on industrial cluster to tackle these problems. The mechanism of industrial cluster and economic development is studied. On the found of introducing the present situation and characters of Taizhou industrial clusters, an econometric model is established for practical studying on industrial cluster and economic development, with the data from 2000-2007. The result indicates that industrial cluster plays a very important role in Taizhou economy. Lastly, the existing problems of Taizhou industrial clusters are summarized.(3) Combing with the opportunity and advantage of economic globalization, construction of the manufacturing in Yangtze River Delta, development along Yangtze River in Jiangsu, international financial crisis, the improvement of transportation infrastructure, based on industrial cluster theory, this paper put forward a new idea and five new strategy modes. The idea is that competitive industries, conventional industries and infant industries keeping steps. The new strategy modes contain industry oriented, spatial arrangement oriented, technology oriented, and organizing oriented and global product - sales network. Besides this the planning and location of representative industrial clusters is discussed, and the develop trend of each cluster is elaborated.
