There are many kinds of mineral resources which contain coal, petroleum and natural gas, etc in Energy and Chemical Base in Northern Shaanxi. And Yulin in there is rich in coral, oil, gas and salt which are large reserves, good quality and scare, it is honored as"China's Kuwait". Since 1998, it was approved to plan and construct a national energy and chemical base. The development and construction of the base promotes the development of regional economy. However, with the exploitation and utilization of energy resources in northern Shaanxi, the vulnerability of the ecological environment has become more evident and Eco-environmental problems has become more serious. These problems cause a depth restriction in sustainable development of economy and society in Northern Shaanxi. Therefore, this research has very great significance for Energy and Chemical Base in Northern Shaanxi to promote the sustainable development of economy, society, environment and resource.This paper takes Yulin as an example. Through the investigation and analysis of environmental development in Yulin, the trend of environmental development in Yulin was analyzed by statistical analysis, system dynamics and other methods. Research content and the main conclusion are as follows: (1) Summarizing the current situation of environment, Yulin existences some problems in environmental system such as scarcity of water resources, vegetation destruction, soil erosion, ground subsidence, and environmental pollution , etc. (2) Constructing the base's environmental index system. And then, set up systems dynamics simulation model on Yulin environment by system dynamics. Through simulation analysis, it is showed that regional environment was affected by economic growth: industrial waste water and industrial solid waste is polluted seriously in this region; Non-compliance of the industrial waste water emission increased year by year, water pollution and the increase use of water increased pressure on local water resources; Industrial solid waste emission increased year by year, it is not only caused damage to the soil, but also polluted water resources, and further intensified the pressure on local water resources; The reduction of the per capita arable land was not conducive to the balance and optimize of regional industrial structure;Air quality has been improved; Environmental change has no significant effect in increasing or decreasing population. (3) Analyzing the reasons that why the environmental development in Yulin is unsustainable- low level of production technology, low utilization rate of resources, poor pollution treatment capacity, lack of environmental protection funds, inadequate supervision, and so on. Some suggestions are given to realize the environmentally sustainable development of Energy and Chemical Base in Northern Shaanxi such as change the mode of economic development mode, optimize the industrial structure, establish environmental protection investment and financing system, and increase the environmental supervision and management ,etc.
