Researching Of Questions About The Third Sector Participating The Supply Of Public Goods

At present,supply of public goods is not only our country's hot spots of the admin- istration reform but also to solve the reality problem of today's society urgently.The contradiction which is between the increasing of needs in diversity public goods and the shortages and lack of social supply becomes the more and more prominent.The supply mode of unified"government"and dual"government-the market"has been challenged seriously.The third sector as the government and the market's "third force" in society is taking part in the supply of public goods by its unique advantage- s,such as flexibility, low cost,high efficiency, and so on,in social transition and the ulti-governance paradigm of government.Multi-supply model which includes the thi- rd sector is favorable to the settlement of the existing supply of public goods problem.In this paper,perspective causes,modes,fields and regulations of public goods supp- ly behavior of the third sector;research incentive mechanism (power mechanism),co- mpetition mechanism,accountability mechanisms,evaluation mechanisms and super- vision mechanisms in the supply of public goods of the third sector;and objectively evaluate the social impact in alleviating the supply of public goods in society,promo- ting the transformation of government's functions,promoting the development and s- ophistication of civil society, resolving social conflict and building a harmonious so- cialist society.
