Study On Dilemma And Countermeasure Of Supply Of Public Goods For State Farms In JiangXi Province

The Enterprise of farming cultivate gained further development in the " eleven five" period in JiangXi province. Economy and social development have made some achievements in State-farms.But,It is undeniable,there are many problems in the development process of the state farms,A serious problem is funds are in short supply in the development of social public products and public welfare in the state-owned farms, supply of basic public goods was immersed in predicament in the state farms,according to the situation of all state farms in JiangXi province,total supply of public products can not meet the actual needs,and structural imbalances in existence, in supply arrangements,the problem is faced with excessive depend on state farms themselves,the serious problem is in short supply,the reality show,needless to say, supply of most public product was immersed in predicament in the state farms in JiangXi province,the supply dilemma of public goods has hindered the social and economic development in the state farms,the effective supply of public goods has become an urgent realistic problem in the state farms,research on this issue is very important,studying this problem has practical significance,at the same time,can also helps to enrich the public goods theory of The public economics,which has a certain theoretical value.This thesis attempts to use modern public economics public goods theory,combined with the actual situation,to undertakes analysis and study on the problem of supply of public goods of state-owned farms,from infrastructure,culture and education and health,social security and other aspects of JiangXi state farms,start analysis of the current supply dilemma of public goods of state farms,analyze the reasons of resulting plight,put forward to solve the supply problem of public goods of state-farms,give some countermeasures and suggestions.In this paper,the structure of a text is divided into six chapters,in which:The first chapter is introductory; the second chapter is theoretical analysis about public products and its supply for state farms; the third chapter is the analysis about current supply dilemma of public goods of JiangXi state-farms; fourth chapter is the analysis about the causes of supply dilemma of public products of JiangX state-farms; fifth chaper is the countermeasures and measures for cracking JiangXi state-farms dilemma of public goods supply; the six chapter is the conclusion and outlook.This paper put forward corresponding countermeasures and suggestions, in-depth analysis about current supply situation and its causes about public goods supply in JiangXi provincial state farms, the paper said:First,the supply of public finances should be a clear responsibility,and in the state farms,it should be clear that public finance is the basis for the supply of public goods; Second,in the funding mechanism,enterprises and other subjects should play in supplemental function in the supply of public goods; Third,to improve decision making mechanism,establish a supply decision-making mechanism that farm workers demand-oriented,farm workers and masses should play main role,to build supply needs expressive mode; Fourth,the thesis also suggests further deepening the tax reform of state farms,to strengthen the transfer payment of public finance on the supply of public products for state farms,to separate social functions of companies,implement package measures of farm tax fee reform; Finally,the paper put forward:should accslerate the development of farming cultivate ecnomy,in order to improve their ability to supply public goods.
