With the increasing anthropogenic disturbance to natural environment and the rapid development of economy, economic globalization and agricultural products trade, quality safety of food has became a pressing and significant problem, which draws great attention of every government. Therefore, investigation to the quality safety system of food is undertaking by every government. To solve of the problem and provide safety food, people must control the origination of the government management food produced in given regions. So, the construction of food quality and food safety system is the key of control the origination. Therefore, construction perfectly to the quality safety system of food in a given regions is of great significance for safeguarding consumers' health, building the harmonious society, regulating strategic agricultural, increasing farmers' income, inaugurating the new means of food production and the new style of people living, accelerating sustainable agriculture growth and enhancing agricultural products' competitive power in the international market.First, after making a general analysis of the status of the food safety and food supervise in JI'AN city, bases on the investigation to the course of food produced, processed, stored, transported and distributed, The system which safeguard the food safety exists wide gaps in supervising food safety and brings out mass troubles in controlling the food safety in JI'AN city.Second, the dissertation started with a theoretical analysis and discussion about food safety by using the theories of "HACCP", "lemon argument" and its applications for the food quality safety by using neo-institutional economical theories and information economics theories. It concluded with some important implications for studying the problem of food quality safety.Third, after an intensive review on the status of the system of food quality and safety in JI'AN city at present, that following issues in quality safety system of food are presented. One is imperfection of quality safety criterion system. Two is insufficiency of quality safety inspect technique system. Three is immaturity of quality safety credit service system. Four is the unsanitary conditions in the small enterprise and little workshop, and the abuse of food additive in some degree. Five is irrationality of quality safety supervision system. The paper analyses the factor of infection the food quality safety by the usage of the information economics theory and management theory. Based these analyses, these following real reasons of these issues formed is pointed out which it is related of not only the supervision mechanism but also the special local factor. On the side of the course of food produced, the reason is the factor of insecurity surroundings. On the side of the course of food processed, the reason is the factor of the unseemliness of quality safety technology criterion system. On the side of the course of food transported and distributed, the reason is the factor of the insufficiency of quality safety supervision system. At the same time, the factor of unmatched measure of quality safety supervision system is the main reason that unsafe food is produced. Finally, after a theoretic analysis for food quality safety problem by the usage of HACCP theory and information economics theory, the construction outline, tasks and corresponding measures of this system of food quality safety is posed in the following aspects, which consists of food quality safety criterion system, technological support system, information service system and supervision system. The following measures were proposed to improve the quality of food. In the perfect of the criterion system aspect, it is necessary to timely revise the agriculture criterion system, to creatively establish the agriculture criterion system, to roundly watch the environment and to strongly advance the district production to meet with the food standardization. In the stressed the technological support system aspect, it is necessary to develop the control technology of the produce was formed in full swing, and meantime encourage the innovation and applications of new technology, and improve the applied technology in the quality safety system, and route the Good Manufacturing Practice and introduce the "HACCP" system. In the construction the information service system aspect, it is important to encourage the enterprise to publicize food safety information, to set up the collect system of the food quality safety information, to establish the ventilated system of the food safety information. In the establishment and perfect the system supervision aspect, this study has presented that the system of food in law and statute criterion, the checkout and inspection system, the supervision system and the mechanism of related communion information in testing the food should be established. The thesis farther points out that strengthen the construction of admittance system and reinforce traceable and label management and also use media are the most effective measures for JI'AN governmental intervention in food quality safety.
