Virtual Enterprise is the most competitive enterprise mode of operation in 21st century. At the formation of virtual enterprise, the ability to select out the agile, competitive, compatible partners, related to the success or failure of the operation of virtual enterprises. Partner selection is the key factors of the principles of Core Competence of the Corporation.From the perspective of enterprise management, enterprise core competencies are some of the key factors in the abstract description. Ontology is suitable to the abstract description, so in the enterprise logic modeling, the use of ontology can help us clearly understand the areas of core competence of corporation related elements, relationships and the concept of knowledge representation to allow more accurate and to help people better business decision-making. Workflow technology is one of the key technologies in virtual enterprise, using workflow to set up the simulation model of partner selection, can give an objective evaluation index of the weight, to help enterprises select a partner.In this paper, research work focused on the following aspects:1. For virtual enterprise partner selection method of existence of the problem, according to the principles of core competencies, identified a virtual enterprise partner selection criteria for the evaluation index system, made a Ontology modeling the initial idea and method based on static and dynamic core competencies of virtual enterprise partner selection;2. According to concept and evaluation index of the static core capacity and dynamic core capacity, building ontologies based on static core competencies and dynamic core competencies;3. It analyzed the virtual enterprise workflow role, used workflow simulation technology to build a virtual enterprise partner selection workflow simulation model, through the semantic analysis, ontology mapping and AHP algorithm and other methods to achieve specific production targets of virtual enterprise partner selection simulation system design.
