Leading cadres in administration play the main role in the management of colleges and universities,in which their working capabilities determine the management level of the university and therefore,to some extent,determine the competitiveness of the university as well.Nowadays,under the condition that the competition among universities both at home and aboard is unprecedentedly fierce and meanwhile the standardized management of universities grows increasingly important,we perceive that the working performance of Leading cadres in administration is closely related to the future of universities.For this reason,colleges and universities should establish scientific and standardized evaluation system checking the performance of the middle level cadres in administration to encourage officials optimizing conducts,to ensure the effective implementation of all levels' strategic decisions of the university,which has become an important topic in human resources management in today's universities.To proceed from performance appraisal theory and methodological analysis,which is related to the examination of the cadres in universities,the thesis intends to propose the idea that leading cadres need to have political,ideological,moral and professional qualities,at the same time possess the abilities of learning,innovation,decision-making,organization, coordination and expression.By studying the characteristics of management in colleges and universities and the contents of performance appraisal for some middle level cadres in administration,the thesis establishes a new performance appraisal system,probing to the current problems still existed in the performance appraisal system for some middle level cadres in administration in colleges and universities.The new performance appraisal system overcomes the disadvantages that the purpose of assessment is not clear,indicator system is not scientific,and performance appraisal rules are in deficiency previously,and takes use of the target management theory,detailing the elements of assessment.On the basis of "Manual of positions for leading cadres in administration",the following "Manual of moral baseline," " Manual of work attitude benchmark "," Manual of working function benchmark " and " Manual of post benchmark," are accordingly compiled for middle level cadres in administration,from which,performance appraisal indicators and assessment forms are generated,with the appraisal emphasis of posts and key performance indicators,to assess the overall performance.After the program design,the thesis further puts forward the opinion that evaluators' training,performance feedback and complaints mechanisms should be paid attention at the same time to correct the results of performance appraisal,in order to make the results more objective and real,make the cadres realize more clearly as to the qualities and abilities of themselves,make the application of results for encouraging and training more realistic,and finally achieve the goal of encouraging cadres to act to optimize and improve the overall efficiency.
