Performance appraisal has been wide concerned and used both in study and practice as a crucial part of management. It plays an important role in enhancing office efficiency of university management and the quality of personnel training. As a worldwide organizational performance management tools, the balanced score card gives the non-profit organizations such as universities a lot of inspiration about corporate performance appraisal and strategic management. For the problem in university's performance assessment such as "indicator is not clear", "assessment method is too simple" and "the lack of strategic objectives", we try to establish a new model in the performance assessment of management cadres in universities with the tools of the balanced score card。We first summarize some related theory about the performance assessment and introduce the advantages and disadvantages of this theory in the performance assessment of university administrators. With this preparation, we state the balanced score card theory and the feasibility report in the performance assessment of university administrators. Then we design the balanced score card orientation model fitted to the university' management. This model evaluates the university performance assessment in four layers. And it designs a specific evaluation system in focus on the university's mission and strategic objectives. There are six chapters in this paper, chapter 3,4 and 5 are the emphasis. This part first analysis the difference between the index design of the balanced score card in universities and other organizations in detail based on the character of universities. Then we study the main implementation procedure of the balanced score card in universities, and make a short review. At last, we discuss the fundamental and premise of the implement of the balanced score card in universitiesThis paper establish a university management appraisal system base on the method of the balanced score card and design an index system. It has a certain degree of innovation and value of practice in theory. However, this paper will be more significance in practice if we can state more specific case discussion and adopt the method of comparison to study this problem more deeply and make some improvement.
