Industrialized successful experience of all developed countries and some developing countries and regions proved that independent innovation is the main driving force for enterprises development. In independent innovation, small and medium enterprises (SMEs) of science and technology play a very important role. The condition in our country is the same. SMEs of science and technology are not only an important force to promote continued technical development of China's national economy, but also to promote the development of the market economy. SMEs of science and technology are characteristic of flexible decision mechanism, good market adaptability and high-tech content, especially of unique advantage in the area of technological innovation, which make them to be the important carriers to transform the scientific achievements into commodity and implement the technological innovation. Meanwhile, technological innovation is also the most important factor that pushes SMEs enterprises with science and technology enterprises forward.The external environment has an important impact on independent innovation of SMEs of science and technology. This dissertation is based on the external environment of independent innovation of SMEs of science and technology to study the main. It expounds external environment constraints which SMEs of science and technology face during the process of independent innovation. Aiming at these causes of external environment constraints, a model of support system of independent innovation of SMEs of science and technology is constructed. This support system provides technical and financial protection for SMEs of science and technology to participate in international competition and accelerate the pace of development. It also provides a basis for formulating relevant policies to relevant government departments. At the same time, this dissertation using the fuzzy analytic network process evaluates for the support system of independent innovation of small and medium sized enterprises with science and technology. The decision-making principle of fuzzy network analysis is based on the decision-making idea of fuzzy comprehensive evaluation. At the determination of weight, we use triangular fuzzy numbers to express the determined matrix between two, and construct the fuzzy super-matrix based on the network analysis method. Because the network structure of fuzzy model is far more complex hierarchical structure model, the fuzzy network analysis method applied to a more advanced mathematical knowledge to confirm the weight of synthesis. This dissertation makes a more in-depth study on the concept of super-matrix analysis of the application.
